Zelenskyy presented the Victory Plan — main points
On Wednesday, October 16, President of Ukraine Volodymyr Zelenskyy addressed the Verkhovna Rada. There he presented the Victory Plan.

Zelenskyy's Victory Plan
The first point of the Plan — Invitation to NATO now. Zelenskyy emphasized that partners need to be determined.
The second point — Defense. It is about bringing war back to the territory of Russia. According to Zelenskyy, Russian citizens should understand what war is and direct their hatred toward the Kremlin. It is also important to conduct joint defensive operations with European neighbors to shoot down drones in the Ukrainian skies.
"It is necessary to lift restrictions on the use of Western missiles against military targets on Russian territory by our partners," Zelenskyy emphasized.
The third point — Deterrence. The Ukrainian leader noted that the country proposes to deploy a comprehensive non-nuclear strategic deterrence package on its territory, which will be sufficient for future defense. This also involves joint weapons production.
The fourth point — Valuable resources, such as uranium, titanium, and lithium, are concentrated in Ukraine. Zelenskyy emphasized that they can strengthen Ukraine and its allies.
"This is our opportunity for economic growth for Ukrainians and the European Union. This is an opportunity for partners to cooperate with Ukraine. Ukraine offers to sign a special agreement on joint protection and investment in the extraction and use of these resources. Agreements with the EU and the United States," noted the head of state.
The fifth point — Designed for the postwar period. Zelenskyy noted that Ukraine will have a large and experienced military contingent.
"This Ukrainian experience should be used to strengthen the defense of the entire Alliance and enhance the security of the entire Europe," he emphasized.
Three annexes to the Plan remain classified.
Zelenskyy's speech in the Parliament
The head of state claimed that Russia does not seek a just peace because the dictator Vladimir Putin only wants war.
"Two years ago, Ukraine proposed the Peace Formula, and we have hosted successful peace summits. But the Russian Federation is still evading honest diplomacy and throwing ultimatums," Zelenskyy said.
According to him, the Victory Plan should work to build a bridge to the second Peace Summit to put an end to the war.
"If the Plan finds support, the war can be over no later than the next year", Zelenskyy emphasized.
The president said that Russia must lose.
"If the war ends at the Peace Summit, it will be a signal to other potential aggressors not to start new wars. If Putin wins, it will give the impression to other aggressors that wars of conquest can be profitable. Therefore, the fate of the coming decades is being determined by the actions of our global coalition in defense of Ukraine and international law," Zelenskyy added.
Military and political leadership in the Parliament
Honcharenko reported that the entire military and political leadership of Ukraine came to hear the plan. The Armed Forces Commander-in-Chief Oleksandr Syrskyi, the head of the Defense Intelligence Service Kyrylo Budanov, and the head of the Security Service Vasyl Maliuk were present.
As a reminder, the President of the European Council, Charles Michel, has invited Volodymyr Zelenskyy to attend the EU summit tomorrow, 17 October. The head of state was invited to present the Victory Plan.
Earlier, Zelenskyy said that at the end of this month there will be defined new contracts in Ukrainian defense production.
